There were claims and counterclaims involving the sinking of the Lusitania.
The Lusitania was a cruise ship commissioned by the Cunard Line in 1903 to be the fastest and most luxurious liner afloat. Completion of the liner and her maiden voyage was in 1907 between Liverpool and New York which was to become her customary trans-Atlantic route. The Lusitania had the capacity to carry over 1200 passengers and 700 crew members with the ability to make the trans-Atlantic passage in approximately one week.

The political action taken by Germany in this declaration was an attempt to neutralized British naval superiority by attempting to blockade the British Isles which Germany had been unable to do with her attacks on the British navy itself.

The initial attacks by the u-boats were against the British navy itself. As u-boats (submarines) could submerge and without any means of a surface ship to detect them the u-boat had a significant advantage. However, the attacks were not sufficient for the German war objectives.
The financing of the construction was undertaken secretly partially by the British Admiralty. The Admiralty had input into the design specification because in the case of war the ship could be conscripted for military action.

On one hand, the Germans probably knew that when the Lusitania was built the Royal Navy had a hand in its design. They could also point to the fact that among the ship’s cargo manifests a certain amount of munitions beyond those admitted to were really on board. They could claim that the passengers had been warned in advance of the danger they were committing themselves to. Possibly the greatest rhetorical question might be was this a warning to the United States into a European War in which they did not belong might be costly in terms of life/?

In the early days of the war the attitude of the United States was one of neutrality. America not at the time considered a world power and her leader, President Woodrow Wilson was not eager to enter the conflict. On August 3, 1914, Great Britain declared war on Germany due the German Empire’s negative response to Britain that Belgium be honored as a neutral country.
In February 1915 Germany issued a proclamation which basically stated that the waters surrounding the British Isles would be subject to unrestricted warfare and any vessel found in the would be subject attack.
